Aspiration to bring Vietnam into an era of prosperous development

In the context of a world full of strategic competition, economic shifts, and global challenges, during his address at the national conference on May 18 to implement Resolutions No. 66-NQ/TW and No. 68-NQ/TW, General Secretary To Lam emphasized that Vietnam faces intertwined opportunities and challenges. Those who can seize opportunities and overcome difficulties will rise strongly; otherwise, they will fall behind—“like a slow buffalo drinking muddy water,” he said.

After nearly 40 years of Doi Moi (Renovation), Vietnam has achieved comprehensive results: stable economic growth, improved living standards, and a strengthened international position. However, he warned against “resting on laurels,” as significant challenges remain in institutions, productivity, the business environment, and the risk of falling into the middle-income trap.

General Secretary To Lam stated that the core tasks of the Party and State for 2025–2030 include: completing a modern and synchronized legal system; creating breakthroughs in science–technology and digital transformation, especially in enterprises; accelerating integration by turning new-generation FTAs into real drivers; and vigorously developing the private sector to form regionally and globally competitive private conglomerates.

Priority tasks for 2025 include: issuing action plans to implement four key resolutions; comprehensively reviewing and amending the legal system; launching innovation and digital transformation programs; effectively implementing FTAs, especially with the United States, and participating in digital agreements; reducing at least 30% of administrative procedures; streamlining the management apparatus; training high-quality human resources; and enhancing communication to build social consensus.

The General Secretary called on the entire Party, people, and army to unite, uphold the spirit of national self-reliance, and resolutely accomplish development tasks. The people and enterprises are identified as the center and driving force of innovation. Leaders at all levels must set an example, dare to think and act decisively, and measure success by real, tangible results.
