The Chairman of Ho Chi Minh City Real Estate Association, Mr. Le Hoang Chau said that in the past 2 years, legal entangled projects figured in the hundreds and the inspection situation made a series of projects stand by. Mr. Chau proposed that the city shorten the procedures and order to approve the project to 5 steps in order to reduce the burden on enterprises.
Accordingly, step 1 is assigning the Department of Planning and Investment to coordinate with the expert group to prepare procedures for deciding investment poli1cies. Step 2 is assigning assign the Department of Planning and Architecture to formulate a detailed planning of 1/500 scale. Step 3 is assigning Department of Natural Resources and Environment to establish procedures for land leasing land and changing land using purpose
Step 4 includes recognizing investors, approving investment, evaluating basic designs, appraising technical designs, issuing construction permits and deploying construction investment, of which the Department of Construction will organize and implement. Step 5 is assigning the Department of Natural Resources and Environment and the Department of Finance to perform together the established procedures for determining financial obligations, paying land use fees, granting land use permit according to regulations.
In his speech at the meeting, the Chairman of Ho Chi Minh City People's Committee – Mr. Nguyen Thanh Phong said: "The Association refers to 19 enterprises having entangled projects pending for long time. Therefore, I would like to propose the Vice Chairman of the People's Committee- Mr. Vo Van Hoan to form a group and the extent until April 30th for this issue to be completed as a must. Every week this group must organize meeting to resolve these projects completely ".
The Chairman of Ho Chi Minh City People's Committee added that: projects, which have been inspected or investigated and allowed to "run" already by authorities until now, must be also supported by the departments and industries for investors to complete the procedures according to the law.

It is known that the project that 76 Ton That Thuyet was introduced with the scale of 2 blocks, 35 floors, including 1,438 apartments developed by TTC Land Company and Sabeco Investment Company. In early 2019, the Ho Chi Minh City People's Committee issued a decision to revoke the decision on investment policies issued on August 12th, 2016. Since then, the project has been "standing by" and not yet been scheduled to restart.
The reason for the revocation is that Sabeco Corporation incorrectly reported on the assets used on the land of which it is vacant land opinion of District 4 People's Committee, while in fact there are still 14 households living and in need of clarification. Those projects include TTC Land with Tan Da - Ham Tu Apartment- Office - Commercial- complex project located in ward 10, district 5; Quoc Cuong Gia Lai Joint Stock Company with 6 pending projects, especially the Phuoc Kien project in Nha Be district with a scale of 91 ha.
Him Lam company with a component project of Him Lam Housing Area and Bac Rach Chiec new urban area project located at Phuoc Binh Ward, District 9. Novaland also has a series of projects located in many districts in Ho Chi Minh City to be settled. Le Thanh company is the investor of social housing projects (NOXH) with two projects that have pending for many years, including: Le Thanh An Lac and Le Thanh Tan Kien. Thao Dien Real Estate Joint Stock Company also proposes to the relevant authorities to see solutions for problems in the Nam Ly social housing project (Phuoc Binh ward, District 9).
